Doubt either website gives pocket bikes.
You are correct, pocket bikes are not street legal. Only legal on private property with owner's consent. Which for most kids is their parent's driveway.
Alll the pocket bikes sold by the two website are cheaply made in China. Pocket bikes are merely motorized toys. The toys will break in short order and parts are hard to find.
Seriously, save your money for a real motorcycle when you are of driving/riding age. Until then ride a bicycle.
