If they are made to meet all safety requirements (lights, brakes, tires, turn and brake lights) it will be fine. You question is should vehicles that do not meet minimum safety requirements be allowed on the road. The answer to that is no.

If they're going to be ridden on the street, I think they need to be registered and you should need to have a special license to drive one, just like I need a special license to drive my motorcycle. That's because too many people think they are toys and get hurt on them. Plus a lot of people do not realize how completely invisible to a car you are when you're riding a pocket bike on the street. You need a basic understanding of safety issues before you can even think of competing with cars.Do you think pocket bikes should be able to be registered for people who want to have fun?
NOPE...their too small to be safe on the highway. Just go buy a HOG and sell that dumb miniture bike.
