Owning property is legal anywhere in the States, because property is protected by our Constitution. However, operating said property is illegal in California. (Veh C § 21720.)

"MiniPocketRockets is the ONLY pocket bike source you can depend on to provide you with the highest quality, fastest and [LEGAL-TO-OWN] pocket bikes."

A quick whois search reveals that MiniPocketRockets is a California-based company, so they should be very familiar with the required disclosure statement. (CVC § 9955.)

“The pocket bike you have purchased or obtained is strictly prohibited from being operated on a sidewalk, roadway, or any other part of a highway, or on a bikeway, bicycle path or trail, equestrian trail, hiking or recreation trail, or on public lands open to off-highway vehicle use. A violation of this regulation may result in prosecution and seizure of the device.”

*/End of Line.

From minipocketrockets.com:

"Are these pocket bikes legal?

The short answer is Yes! Most of the vehicles featured on our site are perfectly legal to own, ride and race. These bikes (and quads) are not much different in legal status than a go-kart or motocross dirt bike."

So, you can own them, but you'd better have a place to ride them.
They sound like they are BSINNNNG UUUI checked on minipocketrockets.com and they said that they're pocket bikes are the only ones legal in 50 state?
You can own it you just can not ride it any where except your yard and drive way. They are not nor will they ever be street legal.
