Rental would vary based on the individual company and their insurance. I would imagine that many rent them out to 21+ only.
Keep in mind that if you were born after December 31, 1978, you are required to have a Boating Safety Certification to operate a PWC (Personal Watercraft...which includes jet skis). You can obtain this certification by taking a Boating Safety class through the Coast Guard Auxiliary or the Power Squadron.
