Under state law, a pocket bike is legally called a "motorized minibike."

They do not require registration with the MVA or an MVA-issued motorcycle license to use.

HOWEVER, they are not street-legal in MD. They cannot be driven on public roads, only on private property. In addition, the state gives the power to local counties and cities to make laws on selling, buying and using them. Some local jurisdictions may require a permit to own/use one for example. Under state law, a person selling them is legally obligated to inform you of all local laws in writing. What are the laws on "pocket bikes" in Maryland?
If you look on the neck near the VIN plate, you will probably see a sticker indicating the bike does not meet federal safety standards. If you do, it can not be registered or driven on public roads.
